How can the Quality organization help to make SOX 404 work for smaller companies?

In responding to a question on the SEC small business advisory committee before the Senate Banking Committee on 25-Apr-06, SEC Chairman Christopher Cox suggested that Sarbanes-Oxley (SOX) “internal controls” section 404 could work if a more appropriate framework could be developed for smaller companies. He stated “our emphasis is on making Section 404 work, and implementing it in a way that provides all the needed investor protections, without unnecessary costs.”

The question for the small business quality organization, can your management system based on ISO 9001 standard provide the stepping stone to build effective internal controls at the enterprise level?
